Characteristics and nature of the Association |

SISAL is an association, which does not have any political nor religious ownership; is oriented to fight against AIDS/IST/HIV. Its statute was legally registered in the malagasy competent authority register books in June 2000.
It is composed by about twenty members from different fields: doctors, social workers, layers… It also includes associations and representative organizations from the patients of the various services developed by SISAL, particularly sex professionals and youngsters.
The General Assembly (GA) of SISAL meets at least once a year (an ordinary GA focused on the annual activity and financial reports and on the definition of orientations and strategic objectives to be implemented). It’s the highest decision organ of SISAL.
It elects the Executive Office (EO), which assures the application of the directions and resolutions adopted during the General Assembly and manages the Association. It is constituted by a President, a Treasurer, a General Secretary and 3 Counselors (from the Regional Councils), which are in charge of the monitoring of the activities being performed by the national Coordinator (employee).
The members of the EO are elected in General Assembly for a mandate of 2 years. They meet every term to assure the supervision and the monitoring of the ongoing activities, approve the reports presented by the Coordinator, validate the engaged expenses and give their approval on those to be engaged.
The EO also insures the completion of the regional Assemblies and Council sessions, in place within each region where SISAL is represented and organized by the local members. Each Regional Council nominates one person among the members to represent it within the EC.
SISAL also owns an Internal Rules (see Appendix), which define the Association functioning system, the mandate of every entity and interfaces.
SISAL has a remunerated operational staff in charge of the execution of the services.
