SISAL was created after an engaged reflection between the past employees of the project fighting against AIDS initiated by Médecins du Monde in 1994 in the 67Ha neighborhood along with the partners for this project.
In Antananarivo, the handing over between MDM and SISAL had been a processed progressively from 1999 and 2002, step by step through transfer of responsibility, coupled with organizational support and capacity building actions. Finally, the 67Ha centre in Antananarivo was handed over to SISAL in 2002. The transfer process ended with the transfer of the Centre of Tsimenatse in Tuléar in 2003.
The transfer was processed along with the development of the SISAL associative basis, particularly by integrating associations and representative groups from the most exposed communities: sex professionals (2 associations joined SISAL), and youngsters (3 associations).

The new Executive Office, which was elected by the members of SISAL on April 15, 2005 is from now on composed by :
